Your plugin card needs to have a BIOS extension to deal with the drives
connected to it. Some older adapters did not have that BIOS extension. 
Some sound cards have IDE interface built in. Don't understand why, makes
no sense but such is the peecee industry. 

When the PeeCee goes through the selftest it checks "special memory
locations" for BIOS extension and when present executes the code. That
code would initialize the IDE drive, check for the drive parameters and
provide the information to the OS at bootup later. 

There si no real IDE controller since the controlling part is all on the
drive unlike SCSI. Having SCSI you would not have this problem.
