Standards, actually... FHS.

It's actually quite logical from a "bundled with the operating system"
point of vie, and from the point of view of why you have some things
in /usr and other things in /var and other things in /etc to start with.

Whether you like the FHS or not is independent of whether you think
Red Hat is implenting it correctly.  My contention is that they are,
in fact, implementing it correctly, and I don't think you can blame them
for following the relevant standard on the subject.  Personally, I like
that they've gotten the stuff to install "right" rather than all lumped
in the wrong places.
