That's a good question.  One way to tell might be to look on the case and
see if it lists Windows among the system requirements.  (Please note that
that OS is sometimes listed in error for real modems, but its absence from
the list of requirements is conclusive evidence that it's not a winmodem.)

Another way to tell, post-purchase, would be to examine the bundled diskettes
for "engine" software.

A third would be, of course, to call the manufacturers (or possibly find
technical information on their Web sites).

I'd be moderately astonished if _all_ PCI (internal) modems turned out to
be winmodems.  PCI is such an obvious improvement over ISA that it makes
no sense for all offerings on it to be low-end.

In your shoes, I would have added a serial port board.  But that's just me.
Which brings me to an overall point I ought to make:

Please note that I have those items there to explain my reluctance to 
assist people with those things, when they ask me to (and also to give 
detailed information on why I avoid them).  Obviously, if they work for 
you, great!
