To repeat once again:  Linux doesn't _have_ to support internal modems,
as such.  The operating system need only be able to communicate with 
the bundled serial port that is hard-wired to that modem.  If it is
able to communicate with the serial port, and the attached modem
circuitry is complete (isn't a brain-dead "winmodem" lacking a DSP
and/or ROMs), then it will automatically be able to control the modem.

I know of no reason why Linux would be unable to communicate with
a serial port on a PCI modem (or on PCI cards generally).
