[svlug] apache and .gif files

I am running an Apache server and I get a strange effect.  HTML files get
sent with HTTP headers but the GIF files come across straight with no
headers.

The effect that I get is that the web page refreshes but the graphics do not
update.  I have to exit the browser and restart.

Any ideas what would cause this.
