I have been told that there is a kernel module under ipchains (in kernel
2.1) called ipportfw, which should do this very well and efficiently in
kernel space.

If you don't have a 2.1 kernel, you'll probably want to use a userspace
program, for which there are many choices.  A good lightweight choice is
"redir":

ftp://sunsite.unc.edu/pub/Linux/system/network/daemons/redir-1.1.tar.gz

There are many other options (netpipes, netcat, ssh, rinetd...), but
redir is very simple and straightforward -- it does one thing and does it
well.
