I don't know what you're doing wrong -- I just tried it and it worked fine.
However:
- did you remember to kill and restart sshd after you modified that config
file?
- are you sure you're running sshd1 and not sshd2? If you previously
installed sshd2, "sshd" may still be "sshd2", not "sshd1".
If you kill your sshd -- whichever's running -- then make that change and
then explicitly start sshd1, it should work properly, or so I'd hope.
