I'd say that Emacs meets the definition of a programming language every
bit as well as perl does.  :-p  ;-)

Actually, it's more of a language shell, like wish.  Except that it
comes with a more extensive library by default.  In any case, it is NOT
an editor!  Comparing vi to Emacs makes as much sense as comparing ls to
python.
