No, it doesn't think it's an OS, it thinks it's an operating
environment.  It's *not* an editor (though it includes *several*).  It's
more like X,  or Windows.  Neither of which is an OS (though MS wants us
to believe that Windows is).  Are you saying you think Windows is an OS?

Think about it. Emacs supports running multiple processes in multiple
windows, you can run standard unix (or OS/2 or DOS or VMS, depending)
programs in one window, and programs written especially for it in
others.  And a lot of useful programs have been written for it.  (Gnus
is one of the best newsreaders around -- I know people who use emacs for
that and nothing else!)

And compared to X or Windows, it's small and fast!  Well, smallish, and
kinda fast.  :-)

I'm not going to try to convert you -- you probably have X, so you may
not need another operating environment.  But if you're going to complain
about it, at least complain about something sensible, like how it
doesn't offer you a choice of window managers!  :-)
