libXm.so.1.6 is Motif version 1.2.  libXm.so.2.0 is Motif version 2.0.
In general, you can't use a dynamically linked 1.2 ap with the 2.0
libraries (I have made it work in some cases, but it's usually not
usable).  You need either a statically linked Netscape, or the older
Motif libraries.

One reason that some vendors still ship Motif 1.2 aps is that Motif
2.0 is not included in a Motif 1.2 license.
