[Speakers] Call for Speaker Coordinators

As the message says, I've added a short coordination and scheduling
protocol description to:
http://lists.svlug.org/lists/listinfo/speakers
I encourage everyone already on the speakers list to go read
that page. The key idea is that any speakers list member should feel free to
go speaker-hunting at any time, using this protocol to deconflict.
We'll adjust as we go, but I think this will work for now. I have
some CGI script ideas for a more mechanized approach should it become
necessary; if we take care to communicate well with each other we
might not need something fancier. Feel free to suggest refinements.
