Yes, if project smaug-web housed templates for stamping out LUG Web sites, 
then that would at least be somewhat in the spirit of SF.net, even
though not a software project, exactly.  As it is, the project merely 
houses and serves one user group's Web pages.

I'm pretty sure SF.net management approved the project mostly because
Chris di Bona and Joe Arruda were looking after it, and it would never
happen, today.  I'd also speculate that calling their attention to it, 
e.g., by attempting to run a CMS out of it  ;->  , would by a good way
to get it cancelled.
