Much appreciated.  Please check out the CVS and get started.  It could
definitely use the improvement in technical standards (mostly, CSS in
place of the antique tables design).

You _should_ change it.  I assume you must have read the docs on the
SourceForge project, right?  Then, you're already aware of the exact
process for changing it.  Please use it.

In light of that, I'm surprised we're having this conversation, unless,
perhaps, you've completely ignored the site documentation.  If that's
the case, please peruse that, first.

It would be nice if you wouldn't mess with David's aesthetics, which 
are very nice and shouldn't be discarded casually, but don't worry too
much over that:  Since everything's in CVS, we have a complete version
history to work with.

Are you OK with retaining David's aesthetics?  You said you wanted to
help with accessibility:  Good for you.  That shouldn't require
jettisoning the design, which had a lot of good work put into it.
