Yes.

This presupposes someone maintaining the site, a question that strikes
me as entirely orthogonal to design.
For some years, I've been asking for additional participation,
preferably from people who actually are in Santa Cruz, and have
carefully documented in public how the site works. Nobody's raised
a finger. I've also done, I believe, 100% of the Mailman
administration.
I've in fact deliberately not busted my derriere updating the Web site for
weekly meetings, specifically in hopes that someone would step up to
help. And, well, no.
So, are you suggesting that someone's more likely to maintain Anthony's
pages than David's? Why?

He's motivated? Good. I look forward to him joining the SourceForge
project.
