Doing layout with tables is so 1995, too.  Should really be CSS, though
that was not feasible for David Gatwood, at the time he did the work.

I might point out that table layout, albeit retro and wrongheaded in
this decade, isn't inherently non-accessible.  See:

Some things were done right, even by antique Web standards:  Either
David's original work or my subsequent maintenance put ALT tags on
things, and David seems to have avoided all the other major gotchas
listed on the QuickTips page.

Any chance you feel up to refactoring David's design (including SSI
*.sub files) into CSS form, without mucking with the aesthetics?
I for one rather like the latter.
