Thanks for that work, Anthony.  

The site existing is actually extensively templated via server-side
include files.  You might want to check out the CVS, and see how David
Gatwood implemented that.

Do you mean accessible in the ADA sense, or what?  I'm not clear on what 
you were aiming for.

The main difference I see, compared to David's design, is an explicit
header and left-side navigation instead of right.
